Job Description
The Senior Buyer supports all departments with purchasing of products and services while reporting directly to the Manager of Sourcing and Procurement Operations. The Senior Buyer will also handle complex purchasing arrangements e.g., formal bidding involving technical specifications and complex evaluation processes, conduct vendor negotiations to obtain best pricing and a high level of service quality for the Plan, conduct contract administration activities to ensure compliance with contact law and contract terms and conditions, and provide subject matter expertise, guidance, and direction to team members. This position will focus on managing contracts that are not provider based.Lead procurement and purchasing processes.Collaborate with departments to understand business needs and budgets in regard to purchasing needs.Update and monitor policies and procedures related to procurement and purchasing.Review and process purchase orders, while monitoring against budget. Identify, initiate, and execute best practices regarding vendor and payables management.Monitor key purchasing metrics, including performance indicators and savings.Conduct formal and informal bid process by using tools, such as Request for Proposal RFP and Request for Information RFI. Negotiate contract pricing, terms, and conditions.Research, interview, and identify best in class vendors.Manage administrative contracts utilizing Compliance 360 software, ensuring that contracts are renewedprocured as appropriate and reflect current requirements.Serve as in-house expert of Compliance 360 software, providing training as needed. Develop and maintain vendor relationships and serve as primary point of contact for a designated group of vendors to ensure compliance, monitor quality, and when necessary, co-develop corrective action plans.Conduct quarterly contract review meetings with vendors and business owners. Skills Required
BA Degree. 5 yrs exp in project mgmt with successful planning, organizing, directing and implementation. 5 yrs of exp in purchasing. Proficient in MS Office. Exp in procurement.Service Agreement contract negotiation exp.drafting SOWs and amendments
Skills Preferred
Exp in health care industry or with a public entity. Knowledge of automated purchasing and contract mgmt systems.
